George Doggett
President
Introducing George Doggett, an oil & gas industry professional certified to educate, train, and assist clients with the complexities of radiation and explosives safety compliance for offshore and onshore operations. George has served as a corporate quality and health, safety, and environmental (HSE) professional in varying capacities since he entered wireline operations over 40 years ago. His roles have included Vice-President for Corporate Compliance; Corporate Radiation Safety Officer; Senior Director of QHSE Drilling and Completions; Corporate Director of Explosives, Radiation, and Offshore Safety; and North American HSE Manger.
Through his time in these roles, he has helped companies achieve local, state, and federal regulatory compliance and target goal-zero safety management programs through incident investigations, procedure development and standardization of safety reporting, client-aligned safety training, and implementation of corrective actions.
George’s years of field service experience qualifies his understanding of cased-hole wireline operations and equipment maintenance (subsurface and surface), including activities surrounding high pressure control expertise for offshore and land. His priority has always been the safety of his team and his clients while understanding and thoroughly implementing reliable measures to address business obligations for his clients’ wellsite operations.
George has previously been authorized by the NRC and Louisiana and is currently recognized by the Texas Department of State Health Services, Industrial Licensing Program, Radiation Section to provide 24-hour well logging supervisor training. He has previously been certified by the Louisiana State Police to provide a 16-hour explosive safety certification course that he prepared and developed for the authorized use of oilfield explosives.George is currently pursuing recertification to offer this training again.
George is a specialist in developing, writing, and training teams on procedures and safety programs for radiation, explosives, transportation of hazmat, security, and well pressure control. His strengths are:
- Navigating safety, environmental, and transportation regulatory requirements for management and maintenance of radiation and explosives, including field knowledge of equipment and product line safety.
- Assisting companies with compliance and acquisition of permits/licenses from multiple agencies such as: Alcohol, Tobacco, and Firearms (ATF); Environmental Protection Agency (EPA); Nuclear Regulatory Commission (NRC); Department of Homeland Security (DHS); and Pipeline and Hazardous Materials Safety Administration (DOT-PHMSA) as well as the many State Agencies enumerated above.
- Preparing companies for regulatory agency inspections.
Roger A. Kopycinski

Express Drilling Fluids
Express Drilling Fluids was a gasoline, diesel fuel and lubricant distributor. We supplied products to local customers and commercial suppliers in Corpus Christi and surrounding areas. I was the DOT Manager from May 2020 through May 2024.
- Was responsible for the daily DOT operations of the company to ensure compliance with the FMCSR and Texas Intrastate rules and regulations
- Was responsible for the hiring, training and monitoring of the drivers to ensure compliance.
- Was responsible for the ELD Hours of Service Rules, Hazardous Material shipping and transportation requirements.
- Was responsible for the vehicle maintenance requirements, vehicle maintenance files and vehicle inspection requirements.
- Was responsible for the Cargo Tank inspection process
- Was responsible for the proper registration for all truck tractors, trailers and non-commercial vehicles.
- Was responsible for instituting a program targeting vehicle maintenance and hours of service to ensure compliance with an FMCSA audit conducted prior to employment that resulted in a unsatisfactory safety rating.
Express Pressure Pumping
Express Pressure Pumping is a hydraulic fracturing and pump down oil field service company that started in March 2021 through May 2024. I assumed the DOT Manager position in conjunction with the DOT Manager position at Express Drilling Fluids. Express Pressure Pumping operates in the Texas, New Mexico and Oklahoma area.
- Was responsible for the initial new entrant audit with FMCSA.
- Was responsible for the daily DOT operations to ensure compliance with all FMCSA and Texas, New Mexico and Oklahoma intrastate rules and regulations.
- Was responsible for hiring, training and monitoring of all drivers to ensure compliance with all FMCSA requirements
- This would include proper background investigations, drug testing, Drug and Alcohol Clearinghouse requirements, new entrant training, driver qualification file documentation and random drug testing.
- Was also responsible for all accident investigation involving company vehicles
- Was responsible for ELD installation in vehicles, ELD monitoring of driver logs and correction process
- Was responsible for the vehicle registration process, IFTA reports, Heavy Use Taz 2290 reporting, oversize and overweight permitting.
- Audited the vehicle maintenance program and files completed by the maintenance department.
- Conducted Level 1 inspections on all commercial motor vehicles to ensure compliance with equipment related items.
C&J Energy Service / NexTier Oilfield Solutions
Was hired as a DOT Coordinator in August 2011 and promoted to the position of Sr. DOT Manager through May 2020. C&J Energy Services/NexTier is an oil field service company operating through out the United States. Services included hydraulic fracturing, pump down, wireline and logging, coil tubing and fluids transportation.
- Was responsible for the daily DOT operations in the field to ensure compliance with all FMCSA rules and requirements. Was also responsible for all state commercial vehicle requirements.
- Supervised 11 DOT Coordinators though out the United States.
- Conducted audits with the different product service lines ensuring DOT and company compliance with all rules and regulations.
- Conducted accident investigations involving all commercial vehicles and noncommercial vehicles.
- Conducted investigation into the root cause of drivers receiving roadside inspections with violations and developing a re-fresher training for those drivers to improve job performance.
- Conducted field training for drivers over ELD compliance, Hazardous Material shipping and transportation, driver pre and post trip inspection process, oversize and overweight laws, cargo tank inspection and other DOT related topics.
Texas Department of Public Safety
Started with the Texas Department of Public Safety in January 1979 and retired in August 2011 with 32 years of service. Was assigned to the Texas Highway Patrol Service as a Trooper and retired as a Sr. Trooper with Commercial Vehicle Enforcement Service enforcing all FMCSA and Texas intrastate rules and regulation to ensure motor carrier safety.
- Was responsible for enforcing all Texas traffic laws and criminal law violations encountered
- Was certified by FMCSA in the North American part A and B, Hours of Service, Vehicle Inspection and Cargo Tank inspection
- Was certified in Texas law regarding over size and overweight law, Texas intrastate rules and regulations
- Conducted Level 1, 2 and 3 roadside inspections on commercial motor vehicles and drivers to ensure compliance with all FMCSA rules and requirements as well as Texas rules and requirements.
- Participated in numerous Operation Road Check and Texas Thunder Operation to ensure commercial vehicle and driver safety compliance.
- Was certified as a Field Training Officer (FTO) for the Commercial Vehicle Enforcement Service
